THE REICHERT APPALOOSA AND PAINT CLAIMING HALTER FUTURITY
GOVERNING REGULATIONS

GOAL: The goal of the Reichert Appaloosa and Paint Claiming Halter Futurity is to promote the
halter horse industry by developing a venue for quality halter horses to compete in an exclusive
show(s) for significant potential financial reward and recognition.

 

CLAIMING CLASSES: The 2008 Futurity will consist of the following two classes:
   (1). Open Appaloosa and Paint Yearling mares
   (2). Open Appaloosa and Paint Yearling colts/geldings

 

CLAIMING FEE: $12,500 or $15,000 or $20,000 as designated on “offer to sell” form

 

ELIGIBILITY: Only horses meeting all of the following conditions of eligibility shall be allowed
to compete: 

Yearling Mares, Colts and Geldings

  1. The horse must have registration papers with a color breed (APHA, ApHC) associations only. Breeding stock horses are welcomed, but must have registration papers.

  2. For horses who have not won ANY ApHC National or World class, and ANY APHA
    Congress or World class, AND unshown in any class as a yearling.

  3. The horse must be nominated and designated via a Qualified Slot, as defined, and the paymentfor the Qualified Slot as well as all required entry forms must have been received and must have met all of the requirements established by the Committee.

The burden of proof of a horse’s eligibility to compete shall rest on the owner of the slot and
not on the Committee. This includes date of birth, show records, etc. Such proof of eligibility
must be conclusive in the sole opinion of the Committee. DNA testing may be required, at the
sole discretion of the Committee, to aid in proof of eligibility of any horse. All decisions as to eligibility shall rest with the Committee, in their sole discretion and all such decisions are final.

 

CLAIMING PROCESS:

  1. Horse owner must sign and submit “offer to sell” on May 15th when nominating horse.

  2. Two days prior to showing, slot owner must submit original horse papers and signed
    transfer form.

  3. Purchaser must sign and submit “claim slip” before placings are announced along with
    payment. If paid by check, check will be made payable to slot owner. If multiple claims are made, a lottery draw will be used. Papers on the horse will be held by the committee until check clears.

  4. Prize money is paid to the person who entered the horse.

  5. Possession takes place when horse leaves show pen.

  6. If a horse is claimed, a administrative handling fee of $250 will be assessed to the seller
    of the horse.

 

QUALIFIED SLOTS: Only horses that are nominated by *Qualified Slot holders will be eligible
to compete in the show. The Committee shall determine the number of slots that will be sold and
the number of classes that will be held. The available slots, the cost and the procedures for
applying for the available slots are presented below.

*Qualified slot owners must be people who are primarily involved in the Color Breed Industry.

Available Slots and Cost per Slot
The total slots, by class, will be:
- Open Appaloosa and Paint Yearling mares                 40             $1,500
- Open Appaloosa and Paint Yearling colts/geldings      40             $1,500
(1st payment of $750 due December 15th, 2nd payment due February 1st)

The MALE DIVISION will be shown as ONE class. Therefore, if you own two slots in the male
division, you may show one stallion and one gelding, but not two of the same sex. Bonus Money
will be paid to the highest placing Gelding that is not in the top 5 within the class.

If you purchase one of the slots for 2008 you will hold this slot as long as the class continues to be held and as long as the annual slot fee is paid by the date prescribed by the Committee. The
payment for the renewal of the slots must be received by the slot secretary by the designated date.

All 2008 slots will be considered “Founder slots” and the annual cost will never increase.
The Committee reserves the right to resell any slots that are not renewed or paid for in full, at any
price that exceeds the price of the Founder slot price, and to sell additional slots in future years for new classes or shows.

 

APPLICATION PROCESS: Applications will only be accepted on the forms provided by the
Slot secretary and applications must be completed in their entirety to be valid. Payment in the
amount designated above per slot must accompany the application. Valid forms of payment
include cash, check, credit card or money order. A separate application is required for each class.

Checks will not be cashed nor will credit cards be processed until you are awarded a slot. If you
are not awarded a slot your check will be returned.

The committee will be looking at the following criteria to meet approval. The criteria are based on
four parts. Three of the four parts must be meeting with parts 1 and 2 a definite must.

  1. Slot owner must be a person who is primarily involved in the Color Breed Industry.

  2. Exhibitor must be on the Colored Breed exhibitor eligibility list.

  3. Horse owner must be a person who is primarily involved in the Color Breed Industry.

  4. Trainer must be a person who is primarily involved in the Color Breed Industry.

QUALIFIED EXHIBITORS: Exhibitors are not required to be the holders of the slots.
Exhibitors must apply to the Committee for approval. Exhibitors in the yearling classes will be subject, at least, to the minimum following restrictions:

  1. An Exhibitor must be a person who is primarily involved in the Color Breed
    Industry.

  2. Any first place exhibitor of the Reichert Appaloosa and Paint Claiming Halter Futurity
    will not be eligible to compete the following year only.

All exhibitors must be approved and designated 30 days prior to the date of the show. Exhibitors are encouraged to apply for approval as soon as possible. Slot holders that fail to have an exhibitor designated and approved within 30 days of the show date will not be able to show their horse and the slot fees will be forfeited.

DESIGNATION OF HORSES TO COMPETE: On or prior to May 15, 2008 holders of
Qualified Slots must designate the horse that will be shown at the show, using the form provided.
Accompanying this form must be a copy of the horse’s registration papers. Slot holders will be
notified within 30 days of receipt of the designation form if the horse is approved. If the horse is
not approved, or if the horse subsequently does not meet the eligibility standards, for any reason,
then the slot related to the disapproved party shall remain vacant with no refund of the slot fees
without the express approval of the Committee.

JUDGES: The Committee believes that the integrity and quality of the process of selecting judges
and the judging itself is critical to the success of this show. Therefore, the Committee is committed to retaining judges with the highest level of knowledge of the halter horse and giving the slot holders the ability to participate in the selection process.

  1. The holders of the slots shall propose 2 judges each. These proposals shall form an
    initial pool of judges for the shows.

  2. A random drawing by the means of a bingo ball draw will be held from the pool of
    judges proposed by the slot holders to select the potential judges for the show.

  3. The contacting of the potential judges and the hiring of judges shall be kept in the
    strictest of confidence and shall be done by an independent third party.

JUDGES CALL ORDER:
All judges were assigned a bingo ball number. The call order was drawn June 6th in DesMoines Iowa at the Iowa Quarter Horse Show. This year we are adding a new "twist". The names associated with their bingo ball number will be kept a secret to create more excitement at this year's event. Therefore, only the bingo ball numbers are being posted with their call order.
